Environmental Education Plan

Objectives

The objectives of the Environmental Education Plan are "to increase the level of environmental awareness and understanding through effective provision of information and life-long learning", and "to increase the level of all stakeholders' participation in decision-making about their local environment. The target groups are schools, universities, decision-makers, religious leaders, business and industry, farmers and communities, the general public, NGOs and other groups, as indicated in the figure below.

Environmental Education in Schools and Universities

A system of environmental education should be created. The proposed activities are as follows.

(1) Schools
  • Establishment of Environmental Education Working Group
  • Appointment of an environmental education officer by Ministry of Education
  • Appointment of a teacher with responsibility for environmental education
  • Development of a statement about environmental education
  • Preparation of teachers' handbook on environmental education
  • Preparation of resources to support environmental education
  • Development of teacher training courses
  • Establishment of an eco-school scheme
  • Establishment of an NGO support network and teachers' group
(2) Higher Education
  • Establishment of a Higher Education Environment Working Group
  • Development of new bachelor and master courses
  • Exposure of key lectures to international experience through master courses and academic links
  • Development of the "greening" of higher education

Public Awareness Raising and Participation

The proposed activities for decision makers, religious leaders, business and industry, farmers and farming communities, the general public, NGOs, and other groups are as follows.

Farmers and Farming Community
  • A high level seminar
  • Review and strategy development
  • Appointment of a MOJA Environment Officer and a network of Rural Environment Advisors
  • Training of MOJA, DOE and other organizations' staff
  • Establishment of a small grant scheme and a network of demonstration farms
  • Development of environmental courses for farmers/foresters
  • Development of environmentally focused publications for farmers/foresters
  • Pilot organic farming accreditation scheme
General Public
  • Establishment of a Wetland Information Center
  • Preparation of an Annual State of the Wetland Report by DOE
  • Wetland Day
  • Leaflets
  • Small grant scheme to support community improvement
  • Development of a range of courses by the Community Learning Centers
  • Wetland Advisory Group
  • Pilot consultation with the general public and planning issues
NGOs
  • Training for NGOs

  • There are other recommendations for local government, journalists, and tourists.
