Master Plan

In Feb. 2004, a draft Master Plan was proposed in Progress Report (2).

Overall Goal

The environmental problems of the Anzali Wetland are the manifestation of poor environmental management in its catchment, and unless these regional-scale environmental management problems are resolved, it is difficult to conserve the Anzali Wetland. Thus, the overall goal of the master plan is:
"to strengthen regional environmental management for conservation of the Anzali Wetland".

General Approaches

(1) Protecting the integrity of the ecosystem in Anzali Wetland and its watershed

The master plan will seek ways to protect the wetland and the ecosystem that supports it.

(2) Controlling external environmental pressures

In order to protect the wetland, external environmental pressures that originate in its basin, such as inflow of wastewater, solid waste and sediment, should be controlled.

(3) Promoting sustainable use of environmental resources

The master plan will promote sustainable use of environmental resources in the wetland and its basin.

(4) Integrated approach

The master plan will take Integrated River Basin Management (IRBM) approach by integrating various environmental measures in the basin into a comprehensive framework of environmental management.

Target Year

The target year of the master plan is 2019 (Iranian Year 1398). The implementation period is divided into tree periods, i.e., Period I (2005-2009) corresponding to the Fourth National Development Plan (Iranian Year 1384-1388), Period II (2010-2014) corresponding to the Fifth National Development Plan (Iranian Year 1389-1393), and period III (2015-2019) corresponding to the Sixth National Development Plan (Iranian Year 1394-1398).

Socio-Economic Framework

Population

The total population in the catchment area is expected to increase from estimated 1.11 million in 2004 to 1.47 million in 2019. The average growth rate is about 1.7%. The total population in urban area is predicted to increase by 44% by 2019. The population in rural area will slightly decrease by 0.5%.

Socio-economy

GRDP (Gross Regional Domestic Product) of Guilan Province was estimated at 16,437 billion Rials in 2000. No official information about the future economy of the province is available, so that the past provincial budget data were used to estimate the regional economic growth rate. The estimated GRDP in 2019 is then 42 billion Rials at the 2003 price level.
