Environmental Monitoring Plan

Objectives

The objectives of the Environmental Monitoring Plan are "to provide environmental information that contributes to improve effectiveness of the environmental management", and "to enhance public awareness for conservation through dissemination of monitoring results."

Strategies

In order to achieve these objectives, the following four strategies are applied.
  • Selection of indicators based on Pressure-State-Response Relationship
  • Maxmizing effectiveness of environmental information
  • Development of mechanisms for action-oriented, adaptive environmental management
  • Building co-ordination mechanism

Monitoring Programs

The following monitoring programs are proposed in order to monitor the wetland ecological management plan, watershed management plan, wastewater management plan, solid waste management plan, and environmental education plan proposed in the study. 21 monitoring programs in total have been prepared as follows:

Sub-Plan Programs
Wetland ecological management Wetland Ecological Census, Annual Ecological Monitoring, Eco-tourism Monitoring Program, Environmental Monitoring by Children, Monitoring of Regular Activities of Wetland Management
Watershed management Land Use Monitoring Program, Forest and Rangeland Monitoring Program, Erosion Monitoring Program, Monitoring of Resettlement
Wastewater management Ambient Water Quality Survey, Environmental Inspection of Factories, Monitoring of Peformance of Sewerage System
Solid waste management Monitoring of Management of Domestic Waste in Urban Area, Monitoring of Community-based Management of Domestic Waste in Rural Area, Monitoring of Industrial Solid Waste Management, Monitoring of Medical Waste Management, Waste Composition Survey, Monitoring of Leachate

The output of the monitoring programs will be disseminated to the general public through the website, annual environmental report, media coverage and education.

Feedback Mechanism

In order to develop an adaptive environmental management mechanism, which corrects its course based on monitoring information, it is essential to make sure that monitoring information is actually reviewed and used to revise action plans. The following actions are proposed to establish a feedback mechanism.

1) Review of the environmental management Master Plan every 5 years
2) Review the actions performed and reflect the results in the next year's actions every year
